"This report refuses to expand the possibilities of calling for roll-call voting and split voting for each own-initiative report. These instruments allow Members to account for the positions they take on important issues. There is no need to prevent this for own-initiative reports which, along with resolutions and other explanatory texts, form the main part of what is voted on in this Chamber. If this Parliament has no power of legislative initiative, no spontaneous speech, no real right of amendment, then is it not merely a machine to say ‘yes’ to every liberal extravagance?"@en1
