"In 2010, the Commission tabled a proposal establishing the first radio spectrum policy programme and setting out policy orientations and objectives for the strategic planning and harmonisation of the use of the spectrum until 2015. Following five informal trialogues, the EU’s Parliament and Council have reached a policy agreement on the legislative proposal in question. I am pleased with the policy agreement, which lays the foundations for development that will enable the European Union to take a global lead on broadband speeds, mobility, coverage and capacity. In my view, this will be a crucial building block in creating a flexible and coordinated European radio spectrum policy, which will make it possible to meet the exponential growth of mobile data traffic. Furthermore, the endorsement by Member States and by Parliament of the Commission’s proposal to open up the 800 MHz band for electronic communication services by 1 January 2013 will help to create a pan-European telecommunications market where new services could generate jobs and growth for a 500 million strong consumer market."@en1
