"The situation of women is largely precarious during armed conflicts. Unfortunately, UN resolutions are not always respected by the combatants. When the life of a person, above all, of a woman or a child, is seen to be of little intrinsic value, there is a greater danger of them becoming the victims of (sexual) violence. It is only if the perpetrators are pursued and the risk of punishment is very high that potential aggressors will be deterred from attacks. It may make sense to deploy more women in establishing contact with local women. The proposal to give women a greater role in preventing conflict, acting as intermediaries in conflict and resolving conflict, is praiseworthy, but will only work if women enjoy a certain respect in society based on their role. Since the measures proposed are not completely practicable or fully thought out, I am unable to vote unreservedly in favour of the report."@en1
