"The Daphne programme is the only EU programme seeking to combat all kinds of violence against women, children and young people within the Union. From 2014 onwards, it will be integrated into the rights and citizenship programme. As we seek a balance between administrative simplification and protecting the rights of citizens, it is quite right that the programme be assured the same level of funding as before and that the objective of combating violence against women and children be reinforced as a priority of the rights and citizenship programme, even though this is not explicitly mentioned among the specific goals in the Commission communication on the proposal for a regulation establishing the rights and citizenship programme in the 2014-2020 period. Lastly, I think that the objectives of the Daphne programme ought not to become less of a priority and that we need careful monitoring from the Commission to avoid overlap with other Community programmes so that we do not weaken a successful programme in an area in which more can and must be done."@en1
