Retaining this policy is essential if the EU and its Member States are to have a role in achieving the Millennium Development Goals. The majority of humanitarian aid funds go to the African continent: 42%, according to 2010 data. The EU uses this sum and accumulated reserves to fund around 200 partners, from NGOs to international organisations, such as the specialised agencies of the UN. These funds are channelled into humanitarian aid and civil protection for the victims of disasters and prolonged conflicts. It is crucial to establish levels of control so as to know for certain how funds are spent, as well as to hold both parties – donor and recipient – accountable. There should also be more coordination between the EU and the Member States on a global strategy for planning, financing and implementing available humanitarian aid."@en1
