"In order to clarify the significance of humanitarian aid in the context of the EU budget, it should be pointed out that EUR 1.115 billion was set aside for this purpose in 2010. The European Commission’s Directorate General for Humanitarian Aid and Civil Protection (ECHO) manages this aid and is responsible for administering the funds. One of the important instruments in the provision of aid is the conclusion of contracts with NGOs. Unfortunately, serious inadequacies were found in the control mechanisms in the past because tasks in this area were delegated to international organisations that were only subject to their own audit systems. The changes contained in this report make the control system more transparent, more comprehensive and more general, which is why I voted in favour of the report."@en1
