"It is crucial for the protection of the human rights for which we speak up, to have a consistent European policy towards representatives of non-European totalitarian regimes. Equally, it must cover the assets and interests held by those political leaders within the EU. From the freezing of the assets of the former Libyan leader, Muammar Gaddafi, to those of the former presidents of Tunisia and Egypt, the EU must adopt proportional and equivalent restrictive measures in respect of every dictatorial regime. This is why I believe it is important to urge the Council to apply such restrictive measures whenever the need arises."@en1
