"For many authoritarian leaders, and persons associated with them, the European Union represents an attractive source of investment, property, banking and health care services, as well as an area in which they enjoy the freedom to travel and to spend their often dubiously acquired wealth. I welcomed this document because decisions on sanctions by the EU should only be taken following a thorough evaluation of the most effective way of achieving democratic change in the country concerned, and each decision should be duly substantiated. Sanctions themselves should only be deployed to influence the accountable elites of repressive or criminal regimes and the responsible non-state actors of failed states, and should ensure that restrictive measures and sanctions are targeted and proportionate to the objective pursued, limiting as far as possible any adverse impact on civil populations, especially the most vulnerable. Collaboration and synergy amongst the 27 EU Member States therefore needs to be improved in this area, and we must speak with a single and coherent voice."@en1
