The aim of this is to address some difficulties that have arisen in applying the directive, for example, by setting out the scope of the directive more clearly, as well as seeking a balance between the attempt to ensure a uniform application of the directive and the need to conserve areas of flexibility, which enable the specific needs of each Member State to be addressed. Parliament’s position is part of this effort to find balanced and appropriate solutions in order to meet these objectives.
