"Unless properly handled, electronic waste entails risks both for the environment and human health. On the other hand, the rare elements it contains means that it is also a relatively accessible substitute for expensive resources imported to the European Union. The fact that negotiations on this document lasted so long demonstrates that this issue is indeed relevant – it is important to consumers that producers should be responsible for collection. The directive ultimately adopted today will both set out a clear management system for such waste and, even more importantly, will encourage certain Member States to take the existing disorder and lack of transparency in the electronic waste management sector more seriously."@en1
