"Madam President, the draft regulation we are discussing has a chance of improving the transparency of the European institutions’ functioning in the eyes of the public. If the principle of transparency also covers the bodies, offices and agencies of the Union, then, by analysing their work through easier access to published documents, the citizens themselves might reach the conclusion that, in some cases, the expansion of the EU’s bureaucracy represents an excess of form over content and that its maintenance is not always necessary, especially in times of crisis. In this context, it also does not seem correct to me that if new posts are created for officials, it is for information officials. Efforts to ensure that any natural or legal person in the European Union has access to full and exhaustive information should be a right and a task for all employees according to their area of competence. At the same time, with a view to increasing transparency in the technocratic application and making of law, a positive requirement of the draft regulation is the widening of citizens’ access to also include documents implementing delegated acts. Information on security aspects should be afforded special protection."@en1
