"The year 2011 will go down in history as the year of change in the Arab world. Initiated in 2010 and completed this year, the changes in North Africa highlighted that regimes which seemed immovable can collapse under pressure from people in the streets and the international community, disgusted by human rights violations. From this point of view, the review of the developments in the Arab region and the message they send for the future are encouraging. This also applies to progress in combating impunity, as in the case of the extradition of the former President of Côte d’Ivoire, Laurent Gbagbo, who is to be tried by the International Criminal Court. This allows us to hope that international mobilisation can help punish those who have been accustomed to trampling brutally on human lives and the fundamental rights of their fellow human beings.
In this context, I wish to express my appreciation for the involvement of the European External Action Service in defending human rights. The European Union is the most concerned global player in this area. At the same time, this stance obliges us to step up our efforts to protect those persecuted by dictatorial governments and traumatised by barbaric violence, especially involving human rights activists. In this respect, I believe that a major role must be given again in 2012 to cooperation between the EU and the UN High Commission for Human Rights."@en1
