"Due to the global economic and financial crisis, some EU Member States are facing serious budgetary constraints, which could make it impossible for them to fulfil their commitments in relation to the European Agricultural Fund for Rural Development. This is the case with Portugal, Greece, Ireland, Romania and Latvia. With the aim of contributing to the efficient economic recovery of these Member States, the Commission has taken the initiative of increasing the rate of cofinancing by 10%, so that it covers 95% of the total costs of projects that come under the structural funds. I agree with this initiative as I believe that it will not lead to changes to the funding of cohesion policy, but rather to advancement in the funds granted to the Member States. In view of this, the countries in question will not be obliged to make a large contribution to Community projects, thus making it easier to boost initiatives that have already been approved in the application, as well as the leveraging of new actions."@en1
