". Mr President, the decisions proposed by the Heads of State of the European Union are by no means the only ones or the best, but they are necessary and required. However, they are not enough and come too late. Yes, the market reacted after the decisions were announced, but I am sure that this is not the sort of reaction needed for the recovery and development of the markets. It is more like when an open flame is extinguished but the embers smoulder on. I would also like to note that this is not the first time that the EU Member States and their leaders have not been quick enough to react to the new challenges and issues we are facing. The most important thing is not to put out the fire. Although that is important today, it is much more important to prevent that fire from starting and this is the direction in which we need to channel all of the actions and efforts of the European Council, the Commission and our Parliament."@en1
