"Mr President, the common European asylum and immigration policy faces a structural problem. The foundation of the whole system, that is the abolition of border controls at internal borders, coupled with the control of external borders, has cracked open. As we all know, the borders are not being controlled effectively or efficiently. Instead of putting the foundation of the system in order again, the European Union just keeps on extending the system and making it even more unwieldy. The introduction of a single permit for third-country nationals to reside and work in the territory of a Member State is a new step towards an immigration policy which has been conceived and organised by the European Union from start to finish, without Member States retaining any right to pursue their own policies, to set their own priorities within their policies or to respond to their own problems in a manner commensurate with the wishes of their own constituents. This is a drastic measure which is undermining an essential element of the democracy of Member States, namely the right to decide for themselves who to allow into their territory and under what conditions. It, therefore, goes without saying that I will be voting against this proposal."@en1
