"The negotiations referred to in the report that we voted on this morning – namely the meeting of 19 December – are still hanging in the balance. This is because, a few days ago, the Ukrainian President, Mr Yanukovych, ended a discussion with the press about his presence or absence from the EU-Ukraine Summit by saying that he would be there ‘when necessary for Ukrainian national interests’. This mysterious outburst therefore leaves some doubt over whether he will attend. At a historic moment when the Ukrainian Government and the EU could sign an association agreement with which the EU would grant Ukraine the status of favoured partner, as enjoyed by Iceland, Switzerland and Norway, Mr Yanukovych seems to want to play hard to get. I would like Parliament to reflect on this lack of involvement from the party that should have the greatest interest in attending the summit. News of the Ukrainian Head of State’s attendance at the Eurasian summit would be tantamount to an insult orchestrated by the presidential administration to raise the stakes with the EU in the final days of negotiations prior to the entry into force of the association agreement: namely, an assessment of a request from Ukraine to join the EU in the next 10 years."@en1
