"On 1 March 1998, the Partnership and Cooperation Agreement was signed between the EU and Ukraine. It was the first step towards closer relations between the two countries. The next step, representing a framework for closer cooperation, is to be an association agreement between the EU and Ukraine. This will result in a partial implementation of EU law in Ukraine’s legal system, and closer economic and political ties. However, it should be pointed out that the recent arrest of the former Prime Minister of Ukraine, Yulia Tymoshenko, has negative implications for the conclusion of the abovementioned association agreement, and calls into question the efficiency of democratic action and the independence of the courts in Ukraine. It therefore seems justified to add a legal mechanism to the future agreement, allowing the possible suspension of the agreement in the event that the relevant provisions are deliberately ignored by the Ukrainian Government. The future association agreement should regulate in detail matters relating to economic and trade cooperation. I think that a key issue here that requires further work is cooperation on energy matters. This is indispensable for the joint diversification of energy sources and securing the transit of fuels from Russia. It is also necessary to combat corruption among officials. The agreement must also require Ukraine to introduce a visa-free regime between Ukraine and the EU. Such a solution could be put to the test during the 2012 European Football Championship."@en1
