"Since Ukraine gained its independence in 1992, the European Union has worked unceasingly to develop bilateral relations with its eastern neighbour. The countless resolutions adopted recently in Parliament are along the same lines. The association agreement between the European Union and Ukraine represents the natural progression of this positive and constructive approach. In addition to the mutual economic benefits, the conclusion of this agreement should help Ukraine to make progress in becoming a democratic State that is based on the rule of law and which guarantees citizens’ fundamental rights. Democracy involves complex requirements that go beyond the right to vote and respect for elections. Democracy entails protecting rights and freedoms, respecting due process, but also guaranteeing open discussion and encouraging debate. Above all, democracy means freedom of expression. Having a majority does not justify tyranny by the majority. Democracy means constructive opposition, a free and informed civil society, and an independent press."@en1
