"In 2009, over 160 000 people became infected with HIV in the European Union and neighbouring countries, bringing the number of people living with this virus to more than 2.2 million, according to the WHO. While the number of infections is increasing at an alarming rate, particularly in Eastern Europe, the European Centre for Disease Prevention and Control estimates that 30% of those infected are unaware of their condition. However, recent trials have shown that early access to treatment reduces both the infectiousness of patients and the HIV-transmission rate by up to 96%. Faced with this situation, I welcome the adoption of this resolution. Through this vote, we are calling, in particular, on Member States to promote and support research on new prevention technologies; on the Council to address the epidemic by developing country-specific HIV action plans; and on the Commission and Council to promote early diagnosis and care. The text also calls on Member States to take all necessary action to end discrimination against people living with HIV/AIDS. I believe that this is a very important point."@en1
