"I am voting for this report, and would stress that the Commission and Member States should provide adequate financing and investment to carry out the research needed to effectively implement HIV programmes that promote equal and timely access for all to HIV tests, treatment and therapy. I also call on all the Member States to gear their policies towards putting an end to the discrimination and social exclusion usually associated with people living with HIV/AIDS, so as to protect their fundamental rights."@en1
