"Following the criminal proceedings brought against a Member of this House, Mr Uspaskich, and pending before Vilnius Regional Court (Lithuania), Parliament decided on 7 September 2010 to waive his parliamentary immunity. Mr Uspaskich was unhappy with this decision and submitted two appeals. The first was submitted on 5 April 2011 and was announced in Parliament in the plenary session of 9 May 2011. The second was submitted on 11 April 2011 and was announced in Parliament in the plenary session of 4 July 2011. Since the two requests were related to the same matter, Parliament decided that they should be dealt with together. This report concerns Mr Uspaskich’s request to Parliament of 11 April 2011 to review the decision it made in the plenary session of 7 September 2010 to waive his parliamentary immunity. In view of the opinion of the Committee on Legal Affairs, I am voting for Parliament’s decision not to defend the parliamentary immunity and privileges of Mr Uspaskich, given that the incidents took place before he was elected to Parliament and are unrelated to his duties as a Member of this House."@en1
