"The enlargement of the EU is one of the most effective instruments of its external policy and one of the best proofs of its success. Several countries want to join the EU, and none want to leave. During its history, the EU has grown from six to 27 Member States, and this has created some problems for the way in which it functions. I agree with the many who therefore argue that it is important that the three Copenhagen criteria be supplemented by a fourth: knowing whether the EU is able to integrate another candidate country.
In addition to there being doubts about Croatia’s readiness in some areas of the Rule of Law, I consider it unwise, especially in this time of crisis, to overstretch the EU by increasing the number of Member States. I would also point out that unanimity is required, especially when amending the Treaties, which have been discussed a great deal recently. I cannot therefore vote for the recommendation on Croatia’s accession to the EU at this point."@en1
