It therefore has to be adequately funded, particularly its central pillars of lifelong learning, research and innovation. In light of the recent political changes in the Mediterranean area, with the so-called Arab Spring, it is also clear that a strong neighbourhood policy is vital for European stability and prosperity. Mr Böge’s report proposes that the limits on the funding of these key policies forced through by the Council, in spite of previous commitments, be fulfilled with the help of the flexibility instrument. The Commission and the European Parliament both consider this the best approach, and I intend to support it as well."@en1
