When the budget is adopted, there is the facility to mobilise a ‘flexibility instrument’, which allows us to go above the ceiling set for certain EU policies. For the 2012 budget, this instrument is being mobilised for the European Neighbourhood Policy and the EU 2020 strategy. In view of the fact that help for Europe’s immediate neighbours (especially in the wake of the Arab Spring) is vital if we are to guarantee Europe’s stability, and that achieving the aims of the 2020 strategy for smart, sustainable and inclusive growth is a top priority, I voted for the Böge report."@en1
