"As a partner of the EU for the last 20 years, Georgia has made considerable efforts, drawing inspiration from the democratic practices of the 27 EU Member States. Its support is beyond doubt. I strongly encourage the conclusion of this association agreement, which will mark the beginning of an ever closer relationship between the two partners. Steps will have to be taken to consolidate the democratic process. Democracy involves complex requirements that go beyond the right to vote and respect for elections. Democracy demands the protection of rights and freedom, respect for due process, the guarantee of open discussion and the encouragement to debate. Above all, democracy is freedom of opinion.
