It would help everyone if the Commission were to provide more precise telecommunications guidelines for the euro area. The development of Internet traffic management practices also requires close monitoring, to ensure that individual user connectivity is not disrupted by network congestion and that Internet service providers do not block, discriminate against or impair the ability of any person to use or offer any service."@en1
