"Access to the Internet has provided a new medium that has revolutionised the way that people interact. Nevertheless, a large part of this success stems from what is called ‘net neutrality’, that is, the absence of manipulation or abusive control of the information searched for by users. Although, as the rapporteur stresses, no additional legislative intervention is justified, this matter does deserve the attention of policy makers. In truth, without this principal, instead of establishing itself as an instrument enabling dynamism, freedom of expression and creativity, access to knowledge and competitiveness, the Internet becomes an instrument of control and power.
