lpv:translated text	"− Having ascertained that the first railway reform in the shape of the first railway package adopted in 2001, which attempted to stop the steady decline of railway transport, has not had the desired results, having failed to significantly improve the situation of the railways in Europe, a new reform is needed in order to iron out discrepancies in the numerous national rules and to guarantee development of the sector. In order to ensure that employment growth and working conditions in the railway sector play a greater role in the legislation in force, and that safety regulations may be as stringent as possible, I voted in favour of this proposal for a directive, although I do not agree with every point of the wording ."@en1
