"The error rate for the cohesion policy, energy and transport policy area group is estimated at 7.7%, according to the annual report. The error rate has even increased compared to the previous year. It says a lot about how, in a large number of cases, the rules on spending have been flouted. It may have to do with contravention of the rules on public procurement or the notification of unjustified or wrongly estimated costs of aid. The role of the Member States in this is absolutely crucial, because they could prevent, discover and correct errors. This is about significant sums of money, because cohesion policy is, after agricultural policy, the second largest item of expenditure in the EU budget. It represents a third of the budget – around EUR 350 billion in this current Structural Funds period. The EU must apply sanctions more readily and more purposefully, so that abuses and errors can be brought to an end. Sanctions would include suspension of payments, the freezing of assets and the recovery of funds paid."@en1
