"Mr President, I share the regret of those who have spoken before me that there are no representatives of the Council or of the Presidency at this very important debate. They should have been here – their presence is quite frankly a must. I think I can repeat what we said when the President of the Court of Auditors attended a sitting of the Committee on Budgetary Control: the work of the Court of Auditors is very important in terms of building respect for the European Union’s institutions, particularly during a crisis, when the European taxpayer will want to look at every euro to see whether it has been spent as it was intended to be spent. It seems to me to be a very sad thing that there are, in fact, so many irregularities in terms of the Cohesion Fund, because this fund is one which is used by the majority of the ‘new’ Member States. I welcome this document, because it is a document which is essential for our discharge."@en1
