"The united Europe project means an effectively operating single market which removes barriers and rules and makes it possible for the citizens to move around the EU. The free movement of persons and the freedom to take up work in different Member States are fundamental rights. The desire to take up work in a Member State other than the country of origin is declared in research by over 17% of EU citizens, while 2% do actually make use of this possibility. This is the result of barriers which still exist and which stand in the way of people taking up work freely, and is also the effect of time consuming and complicated procedures for the recognition of professional qualifications.
The directive on this matter, which came into force in 2007, is not effective everywhere. This is why we have adopted the report on the implementation and revision of the directive, in which we propose changes concerning simplification of the procedures for recognising professional qualifications in 4 700 regulated professions throughout the Union in order to support the mobility of workers in the EU, and in which we also propose introduction of the European professional card. Changes to the Professional Qualifications Directive must, above all, help to increase the mobility of workers in the face of demographic challenges and the rise in unemployment figures in some Member States."@en1
