"The online gambling sector is steadily growing, which is, to some extent, outside the control of national governments, given that this sector is unlike other markets on account of the risks involved in terms of consumer protection and fighting against organised crime. The different approaches to regulating this sector in Member States causes major difficulties in protecting consumers and combating illegal online gambling and potential crime associated with it at European level. Consequently, the key objective being pursued must be to curb this black market significantly. In order to achieve this objective, one option which I urge Member States to resort to is a total ban. In addition, minimum standards need to be laid down at European level, not only for protecting minors and combating addiction, but also for combating money laundering and other criminal activities associated with gambling. I urge the Commission to devise standards applicable across Europe and binding on all licensed online gambling operators. This would allow Member States to set further criteria in the future. Resolute action by the Commission and Member States is important in order to ensure a uniform, high level of consumer protection across Europe."@en1
