"Demographic change in the European Union is a fact. The way it is handled will have a decisive influence on the political, social and economic situation in Europe, and handling it will certainly be one of the central tasks of the future. Europe has the oldest population and the lowest population growth in the world. Furthermore, it should be noted that in the majority of Member States, the birth rate lies below the replacement level of 2.1 children for every woman and, in some cases, even continues to diminish in the face of increased life expectancy.
Regional policy, in my opinion, is an essential instrument in confronting demographic change. The Member States and regions should be positioned to make greater use of Structural Funds in order to develop strategies to tackle the challenges posed by demographic change successfully.
The Commission, in the conclusions of the Fifth Report on cohesion, underlines the importance of demographic change. However, the Commission should regard this change as an essential priority for the development of Europe and, in the meantime, the Member States and regions should henceforth recognise these problems as a horizontal priority to be included in their own operational programmes."@en1
