"Some points of this agreement reprise a number of Georgian proposals and requests regarding rapprochement with the European Union; in my opinion, they go too far, bearing in mind both the status of the country, as part of the European neighbourhood policy (ENP), and its economic and political situation, where more progress is needed on democracy, the rule of law and the economy. In particular, the resolution mentions the inclusion of a reference to Article 49 of the Treaty on European Union (membership) and acknowledges the European identity of the country. Given the impasse in which Europe now finds itself and the general discontent over many countries joining in the latest enlargements of 2004 and 2007, hinting at further enlargement – even in the long term – seems like a bad idea to me at this moment in time. Such an initiative would also create a point of difference with other eastern and Mediterranean countries participating in the ENP, damaging its unity. In terms of the desire to open trade negotiations for the creation of a Deep and Comprehensive Free Trade Area (DCFTA), the conclusions of the Foreign Affairs Council meeting in June stated that negotiations can begin before the end of the year, as long as enough progress is made on implementing the remaining preconditions specified by the Commission."@en1
