"I support the greater approximation of the two categories of protection – refugee status and subsidiary protection – and thus the general designation of ‘beneficiaries of international protection’. This will act to remind implementing authorities that the two categories of protection are complementary. Subsidiary protection is not of less importance for individuals at risk of serious harm if they return to their country of origin. There will also be greater approximation of the entitlements forming the content of protection, of which access to the labour market is clearly the most important. Most Member States already make little distinction between these two groups.
However, a difference in treatment will still remain possible in three areas: social welfare, integration measures and residence permits. Some progress was made on the latter, where a renewal after one year for those with subsidiary protection must be of at least two years duration. Few Member States currently differentiate. The European Parliament took the view that this was important for integration and to give a sense of greater stability to the individual."@en1
