"Mr President, victims of ill-treatment almost by definition come from countries in which ill-treatment is routinely dispensed. It might be tempting to see perpetrators and victims as quite different people. However, victims, when they get the opportunity, very quickly become perpetrators. We have seen this behavioural transition in Libya recently. Rebel soldiers representing the victims of Gaddafi have been found to be as keen as mustard to deal out arbitrary beatings, torture and summary execution to Gaddafi and his men when they fall into rebel hands.
When we give sanctuary to people from countries that routinely dispense injustice, are we importing the very behaviour that we condemn and from which asylum-seekers are supposedly fleeing? It all depends on whether you see distinct peoples as the product of distinct cultures or you see distinct cultures as the product of distinct peoples.
