"Mr President, ladies and gentlemen, the European Parliament’s guideline in connection with the draft general budget of the EU for 2012 is, above all, to target measures at achieving the objectives of the Europe 2020 strategy. The 2012 budget is, in fact, a shrinking budget. Additional costs for the accession of Croatia and 18 new MEPs provided for under the Treaty of Lisbon must be included.
The result is a total increase of 1.9% compared with the 2011 budget. It should be mentioned that this is the lowest rate of increase for 15 years. In the past, we have succeeded time and again in managing new tasks and the additional costs arising from them without any serious increases, for example the introduction of the three new financial market agencies.
I consider the most urgent tasks ahead of us to be the completion of the internal market and greater investment in education, particularly for our young people. I would also like to thank Ms Balzani, Mr Böge and Mr Fernandes."@en1
