"The assessment of the effectiveness of public aid granted to developing countries should be periodically re-evaluated, as the development aid situation is constantly changing, particularly in this period in history, when so many Member States are faced with the issue of weighing up an acceptable level of budgetary allocation for this type of external aid against the need for effective development aid, which is absolutely necessary to so many countries and areas worldwide. This situation is compounded by the period of economic, financial and social instability that we are currently experiencing, and by the Millennium Development Goals, which require a new attitude on the part of the donor countries. I am voting for this report, as I believe the measures it proposes make the whole process of granting aid more rigorous. I would stress the measures for better coordination between donor countries, and also for the closer involvement of the national parliaments of recipient countries in the monitoring of aid, as this is essential to ensuring the success of the whole process."@en1
