The Council must learn to respect Parliament, the only institution elected by universal suffrage and which has the responsibility of representing the European people. Consequently, it is up to Parliament to grant budgetary discharge to the Council. The latter should therefore play along and provide the necessary information for this procedure to run smoothly. Today, we are rejecting the Council’s discharge, for we believe that the ground rules are not being abided by.
