"Mr President, public procurement can play a decisive role for the EU budget: indeed, public expenditure on works, goods and services accounts for roughly 17% of EU GDP and almost a fifth of this expenditure – approximately EUR 420 billion – falls within the scope of the EU directives on public procurement.
I would therefore congratulate Ms Rühle for setting out what I believe to be the red lines of the forthcoming reform of the directive on public procurement: in particular, I am referring to the criterion of lowest price, which can no longer be the determining one for the award of contracts and should be replaced by the criterion of most economically advantageous tender in terms of economic, social and environmental benefits.
Similarly, I agree entirely with the urgent need to simplify the rules in order to make procurement procedures simpler, less cumbersome and more in line with the needs of SMEs and small contracting authorities."@en1
