"Public procurement in the European Union is a strategic segment of the single market, while also being a key element for fulfilling the Europe 2020 strategy objectives. Local and regional authorities feature among the most important purchasers in Europe, thereby playing a key role in applying the regulations for awarding public procurement contracts. I think that more attention needs to be paid to these authorities, which must be included in the process for reviewing EU public procurement regulations. This process should provide them with increased autonomy. Greater attention needs to be focused on SMEs, too, as they form the backbone of the EU economy, offering huge potential in terms of creating new jobs, growth and innovation. Furthermore, a balance has to be struck between the desire to simplify procedures and the need to ensure fair competition in public contracts and achieve the best results. I think that improving and simplifying the procedures will help allocate the funds more quickly, achieve higher rates of absorption, ensure the funds are used more effectively and reduce errors."@en1
