"Public procurement is, without doubt, one of the most important factors determining the competitive functioning of the single market. Each year, billions of euro are spent on purchasing public works or services, and there is therefore a need for the public procurement rules currently in force to be reviewed so that they are consistent with the main goal of public procurement policy, i.e. meeting citizens’ needs as well as guaranteeing the effective use of public money. When stating my views on this issue, I have, on several occasions, stressed the need to establish an EU-wide public procurement system based on common principles and to move towards a more effective electronic procurement system. At certain stages, this would enable us to eliminate the human factor, which is why the current public procurement system is not very effective, lacks transparency, is too complicated and inflexible. I believe that the establishment and introduction of common principles throughout the EU would open up much greater opportunities to purchase works, goods or services at significantly lower prices, which would allow the creation of a more transparent, clearer and better functioning public procurement system."@en1
