"Madam President, I would like to thank Ms Rühle for the sound work she has done, and the same goes for the Commissioner. It makes clear how important small and medium-sized enterprises are. I have one comment to add, which is that it is perhaps appropriate, in these times of crisis, to propose a certain minimum, for example, that at least 30% of all tenders need to go to SMEs. At any rate, that would give the governments a reason to definitely enable SMEs to bid. There is therefore a need for conditions to be laid down, but this will, perhaps, take place in a subsequent proposal from Commissioner Barnier, which he has already more or less announced.
I hope that the Rühle report represents an excellent interim step towards obtaining an even better and more active SME sector through procurement policy. If that were to succeed, I would be very grateful. It is a positive, certainly in times of economic crisis, to take measures quickly in order to enable European businesses to create growth once again. That is a good thing for us, and for everyone, and it is the most social thing that we can do."@en1
