"I welcome this motion and our commitments to the rights of people with disabilities. Unfortunately, the practical application of those rights is often impeded by hindrances in a person’s surroundings. Recently, I met a group of people from the Centre for Independent Living, which represents people with disabilities in Ireland. They highlighted the fact that the Personal Assistance Service, which provides disabled people with assistance in many aspects of their daily lives, is not transferable throughout Europe. This means that many people with disabilities are, in practice, denied freedom of movement. They may not be in a position to take up job offers or promotions in other Member States, as they may not be able to avail of a personal assistance service abroad. I feel strongly that this is a service which we must facilitate at EU level, so that all of our citizens can enjoy freedom of movement throughout Europe."@en1
