"Mr President, for a politician, it is very difficult to be against a fund such as this globalisation fund because, let us be honest, it helps people who need it, who are in a difficult position. That does not, however, release us from our duty to examine critically whether this is the right way to spend public money. I have my doubts about that. I do not think that it is up to Europe to apply sticking plasters throughout the European Union. It is up to Europe to do much more to strengthen the European economy structurally. This is why I do not support this fund.
What I do support – and this is the course we really should follow – is making the European budget much more flexible within the new multiannual financial framework. That is what is ultimately at issue. Then we, as Europe, will be able to react to crises in the world and not continuously set up one fund after another which we then find difficult to abolish."@en1
