"Mr President, President-in-Office of the Council, this issue is not an issue of subsidiarity, as social assistance and the fight against poverty are the concern of everyone in the European Union. It is not a secondary issue; it is a major issue. It is about enabling people living in extreme poverty to feed themselves, rather than having to live on handouts. No Member State can circumvent these objectives.
The President of the European Commission told us this morning that it was time the financial sector paid for the damaged caused by this crisis. We say that it is also time the European Union budget continued to help the outstanding work carried out on the ground by those running the food banks with a view to enabling people living in extreme poverty to have access to a little dignity. Nor will we agree to organise solidarity between the poor. If this programme is to be financed – and it no doubt should be, as social assistance, under the European Social Fund – it will have to be compensated for.
