"The Eastern partnership summit marks an important occasion for strengthening and highlighting the European Union’s relations with the countries in the east. I welcome the approach presented by the Commission and High Representative Catherine Ashton in Communication COM(2011)303 for treating each country in the EU’s neighbourhood policy according to their merits (‘more for more’ principle) and on the basis of clear criteria.
The Republic of Moldova is a model for the Eastern partnership. During the last two years, the Alliance for European Integration has initiated major reforms in constant consultation with the EU. I welcome the European Parliament’s explicit reference to the prospect of the Republic of Moldova’s accession to the EU, in accordance with Article 49 of the Treaty (the recent resolution on the association agreement). The prospect of accession is important to the reformers in this country, providing them with motivation and encouraging their efforts to continue with implementing the necessary reforms.
The European Parliament has also called for negotiations to be initiated with the Republic of Moldova on a Free Trade Agreement by the end of 2011, and for greater efforts to be made to resolve the conflict in the Transnistrian region, while respecting the Republic of Moldova’s territorial integrity. I welcome the announcement made recently by Prime Minister Vlad Filat on resuming the official 5+2 negotiations. I consider relevant his idea of replacing the troops in the Transnistrian region with a civilian mission. It is important for the EU to play a greater role in these negotiations."@en1
