"Mr President, ladies and gentlemen, the Eastern partnership is an important political dimension for the European Union, but the obstacles to its future development are currently rather concerning.
Dialogue with Belarus remains difficult, while in Ukraine, the Tymoshenko case confirms a relapse on respect for human rights as well as rampant corruption. Parts of Georgia and Azerbaijan are under military occupation and the tension between Azerbaijan and Armenia is increasing, with a risk of ensuing armed conflict.
Without losing hope on the future of the Eastern partnership, we must remind these six partner countries of their responsibilities: respect for the fundamental rules of democracy and the resolution of territorial conflicts. Here, I am referring in particular to Nagorno-Karabakh and to Georgia. Europe cannot accept violations of international law guaranteeing territorial integrity as, moreover, this House has already appealed for in its resolution on the South Caucasus, and we cannot repudiate our basic principles on respect for human rights."@en1
