"I rejected the report, not because I am against road safety, but rather because the measures proposed here are mostly prescriptive and interfere with civil liberties to a huge extent. They go far beyond simple recommendations and are almost like a catalogue of repressive measures from a dictatorship. If I were cynical, I might say that the quickest way to reduce road traffic fatalities would be to prohibit all two-wheeled vehicles with immediate effect. However, proposals of this kind represent a major restriction in civil liberties."@en1
