"Given the extent of the European and international disasters that we have faced, such as the tsunami in 2004, Haiti in 2010 and Fukushima in 2011, it is high time that Europe had an effective system to ensure a rapid response to disasters. That is why I welcome the adoption of this report, which is the first step towards a harmonised, organised and united response from the European Union.
I tabled a number of amendments, which were adopted in the final report, to emphasise the importance of prevention in crisis management and the organisation of this prevention through operational tools, which I welcome. Until more thought has been given to the establishment of any real future European civil protection force, I think that the creation of a European emergency response centre will simplify the current European Civil Protection Mechanism. I called for this European centre to be equipped with two Community tools to protect forests from forest fires, EFFIS and EFFICS, which was adopted in the final report."@en1
